AWD Transition Update
Recent legislation, HB 191, moves Adult Workforce Development programs from Ohio Department of Education to the Ohio Board of Regents, thus creating a change in the current structure. As part of the transition process, many AWD and CTAE leaders have been meeting regularly to provide input for a positive change.
JVS Superintendents and Adult Workforce Development Directors participated in AWD Transition discussions on May 11, May 18 and May 22, 2007. These discussions were to outline a framework of key issues in preparation for a meeting with Representative Shawn Webster and a Board of Regents Representative and several members of the Transition Team. Robin White, Great Oaks Superintendent and President of Ohio Association of Joint Vocational School Superintendents (OAJVSS) and Tom Applegate, Executive Director of OAJVSS, will meet with Chancellor Fingerhut on June 4, 2007.
Below are the five issues recommended as part of the transition plan.
Recommendations:
• A newly appointed Vice-Chancellor who will have oversight for adult workforce education and has Career-Technical experience.
• The current funding structure is maintained through the second year of the 2 year biennium. (ODE maintains funding through June 30, 2008.)
• The Consultative funding is maintained for the next two years.
• Accountability and performance measures will be developed and be consistent across the system.
• Governance remains with local Boards of Education.
A transition team will convene at a later time to put together a detailed plan.
Further updates will be available as the Transition Team moves forward.
